BACKGROUND OF THE BUILDING COMMISSIONER BRANCH (COB)
Effective April 2007, a law related to the maintenance of joint property for high-rise buildings was introduced, namely the Building and Joint Property (Maintenance and Management) Act 2007 (Act 663).

Based on the decision of the 57th Local Government State Meeting (MNKT) on 23 March 2007, the Datuk Bandar or the President of the Local Authority (PBT) has been appointed as the Building Commissioner for his administrative area. The Building Commissioner is responsible for administering and enforcing the provisions of this act.

The Building Commissioner Unit (COB) for the Kluang Municipal Council Authority area has already started to be implemented on 1 August 2008, with only 2 staff members seconded from the Property Valuation and Services Department (JPPH). However, after ten months of moving, the two loaned staff were returned to the Valuation And Property Services Department in May 2009. The vacancy was only filled again on April 1, 2010 after 4 new staff were appointed. The Building Commissioner's Division is also the party that will confirm and issue certificates to the body established under Act 663 which is Joint Management Body or "Joint Management Body" (JMB).

Commissioner Banugnan is empowered under Act 663 to look after the administration of this Act and Parts VI and VII of Act 318 and exercise any powers conferred on him by Act 318.

On 1 June 2015, the Strata Management Act 2013 (Act 757) came into force to replace the Building and Joint Property (Maintenance and Management) Act 2007 (Act 663). In addition, the Strata Management Regulations (Maintenance
And management) 2015 was set on 2 June 2015 and the effective date of the Strata Management Regulations (Strata Management Tribunal) 2015 is on 1 July 2015.
